YC, in this system, the corrupt practices trickle down the hierarchy and it's the bureaucracy that's a forefornt with their initials and names and signatures on documents. However, I am of the belief that they may be involved but not the ultimate decision makers upto that point that they can pull of that much of a trick in broad day light without orders from. Top.
In not so distant past, Economic Coordination Committee (ECC) had agreed and approved sugar export that led to shortage and escalating price of sugar in couple of months from 55 PKR to 90+ PKR per KG.
ECC at federal level headed by top level ministers and finally approved by PM and at punjab level it was approved by CM. However when the scandal came out all of the Crap was thrown at lower end bureaucracy, not a single word on ministers, PM and CM to move on.
Same applies here and elsewhere in a system where scapegoats being executed to protect sacred cows!
