I need advice. I am from Lahore. I wanted to purchase a commercial plot in DHA Valley, Islamabad. My broker in Lahore gave me the option of purchasing an open transfer letter from a seller. He said that I should hand over the cash to the seller who will then give me the open transfer letter which I take to DHA office and have it transfered to my name.
The issue is that I am used to the old standard method of working in which the payment is done through a PO or DD at the DHA office and the transfer is made right then and their at the office.
I do not understand the open transfer letter purchase and feel uneasy is giving cash for the letter which I am then expected to take to the DHA office alone and have it transfered to my name.
Please provide your feedback so that I can gain clarity.

Open certificates are available in the market. For property transactions usually we pay token and asks seller to get it verified from DHA and then we pay the balance amount. The total process takes 2-3 days.
DHA Valley investors prefer cash transactions to avoided bank charges and procedure.
If you want to transfer on your name then pay him token and ask him to go to DHA office, submit file in your name and you pay him balance amount.
I heard that there were few cases of fake certificates. For further info or clarification you may contact me @ 0300-2030700

It is always deep satisfaction to have the certificate transferred in your name.
Just yesterday, I called DHA support toll free and gave them my ID card number. My allotment letter is still with DHA for the last 2 years. The support lady immidiately told me the plot number, the block as whether it is A or B, the plot size, general/ category allocation and the full name, the plot belongs to.
No need to tell you how much I am relaxed being an expat to varify all this info!
My suggestion, get it transferred even if it costs you. These plots have jumped up fron 20 lacs negative to 55 lacs of this week price. All is possible with certificates in Pak.
I wish BT must behave like this...they do not pick up calls from outside and show very much flashy on the web regarding support service!
Why are allocation letters not being given by DHA?

They make maps of the to-be society on the air when do the initial launch!
They do not have land, just grab a small percentage and start grabing money from the investors. Then comes the colorful map without having any land in their possession. Later they send patwaris to the land owner doors to buy the land.
They issue files/certificates by 1000s if not millions without the land in hand...then come ADs, showing film stars living in the heaven of their societies and claiming the best place on the face of the earth!
When land becomes in hand then plot numbers are alloted and allocations come in picture.
But story does not end here even having allocation document as land owner go to the court and get the stay orders, to put the poor plot owners in chaos.
If plot owners are luckey, they get the promised piece of land otherwise, it becomes another example of DHA valley, the disputed sectors, or BT phase-9 or BT enclave phase-2 and story goes!

I am overseas Pakistani so would appreciate a detail process for purchasing along with transfer fee and expected time. And I want full transfer in my name and not open letters etc. I have one 8 Mara in Marigold so would ideally like to sell it and add further cash to buy commercial.
Would appreciate help on it

You seem to be helping many investors on their queries so I want some information on DHA Phase 2 Extension.
My question is with reference to a recent Blog of Zameen.com on tips to invest in phase 2 Extension which says Sector A, B, C and D will be developed first.
According to DHA website they are supposed to re-ballot all of Phase 2 Extension and adjust all balloted plots in four sectors. I wanted to check whether anyone has any knowledge of when this re-balloting is scheduled and if there would be any weightage of original allotted plots of 2005 from A to K sectors on those of later plots of J to T sectors.

ISLAMABAD: The Islamabad High Court on Thursday issued notices to Defence Housing Authority (DHA), Malik Riaz Chief Executive of Bahria Town and National Accountability Bureau (NAB) in a plea seeking compensation for the affectees of the DHA Valley housing project while seeking comments from respondents by June 15.
A single judge bench comprising Justice Aamer Farooq issued notices after hearing the arguments presented by petitioner Riaz Hanif Rahi, president of Association for the Affectees of DHA Valley.
In the petition Rahi argued that “Rs62 billions were collected by DHA from public which were transmitted to the account of Bahria Town under invalid agreement and without any lawful authority.” added that at the time of agreement, DHA and Bahria Town had no land to develop plots, they concealed the agreement from public and huge amount was transmitted into Bahria Town’s account.
DHA Valley project was advertised in different newspapers on August 21, 2008, but the Joint Venture Agreement was signed between Bahria Town and DHA on August 16, 2008, and it was concealed from public while inviting booking of plots.
He said that three years time – August 2008 to August 2011 – for the deposit of payment in installments was granted to the successful applicants but the development work of the housing scheme has yet to launch as DHA and Bahria Town have so far failed to procure the land for the project.
Rahi said that “Rs62 billions were collected by DHA from public which were transmitted to the account of Bahria Town under invalid agreement and without any lawful authority.” He added that at the time of agreement, DHA and Bahria Town had no land to develop plots, they concealed the agreement from public and huge amount was transmitted into Bahria Town’s account.
“Criminal acts were played with 110,000 civilians, 41,000 serving and retired military officers, Jawans and families of martyrs,” he stated. Adding that the Chief of Army Staff Gen Raheel Sharif had green-lighted stern action against retired military officers and civilians involved in the DHA Valley scam.
Subsequently, three suspects, an ex-director project of DHA Col (retd) Sabahat Qadeer Butt, an ex-administrator of DHA Brig (retd) Javed Iqbal and the CEO of M/s Elysium Holdings Pakistan Ltd, Waseem Aslam, were arrested by the NAB and they are currently facing trial.
He said that the authority is not exempted from CDA laws but had never approached the civic body for the approval of layout plan. In addition, he said, fundamental rights of the petitioner and the allottees are being continuously infringed and the respondents have collected money from public without lawful authority.
He alleged that the DHA & Bahria Town committed willful breach of contract and cheated the public at large.
He has prayed the court to direct the respondents to arrange plots for affectees or pay back the prices under the prevalent market value. Also, he prayed the court to set-aside the joint venture agreement as it is based on fraud and carries no legal effect.
Moreover, he also requested the court to direct NAB authorities to freeze the accounts of Bahria Town as well as DHA and DHA Valley, recover the amount and distribute it to the affectees.
