On orders from Prime Minister Mr Nawaz Sharif, the Civil Aviation Authority (CAA) has planned to cancel no-objection certificates (NOCs) issued under the National Airfield Clearance Policy to the housing societies around the New Benazir Bhutto International Airport in Islamabad.
According to a news source, the Rawalpindi commissioner has told the CAA to cancel the NOCs immediately. Moreover, the authorities concerned are likely to take action against the government bodies that had issued NOCs to the housing societies without regard for CAA rules and regulations.
This news is likely to raise some eyebrows, especially of those who had invested in any of the housing societies in the new neighbourhoods around the airport. We can’t say exactly which housing societies will have their NOCs revoked, but apparently it looks like Pakistan Employees Cooperative Housing Society (PECHS), Shalimar Town, Top City, Mumtaz City, and Green City may be the societies the CAA will focus on.
The government might be doing all this to curb security risks in the wake of the recent attack on Jinnah International Airport in Karachi and the mid-descent shooting of a Pakistan International Airlines plane in Peshawar. Personally, I don’t think that the cancellation of NOCs will do much harm to the housing societies around the airport in the short term, but sale/purchase activity may suffer temporarily. Obviously, these societies are not going to take this lying down, and we can expect some sort of legal wrangling to ensue.
Though the outcome of this initiative is yet to unfold in its entirety, the real estate sector of Pakistan tends to react quite quickly to mere rumours. It wouldn’t be fair of us to pronounce a verdict before time, so until then I suggest all the concerned investors to cross their fingers and hope for the best. InshaAllah, their hard-earned money will not be put in jeopardy.
AT least security laws regarding aviation should be , and at the movement can be implemented in new airport. its not late, the housing societies near to airports are just plain earth lying around with no buildings[ or very few buildings],
these societies should not be allowed to compromise the security of all .All the laws in any country starts with humans and ends on humans, and here is the real dilemma of human security,which should never be compromised for the few

Personally i think that the cancellation of NOCs is unlikely to bring any of the societies to rest, as in that case the government will have to cater to a huge number of stakeholders.
But since its a security matter, the government may not hesitate to take big steps as well.
As per investment impact is concerned, it is likely to suffer in the short-run, but lets just hope for the best.
Right now, it’s wait and watch situation.

It’s just my personal assessment that the authorities concerned are not going to cancel these housing societies, because in that case they will have to compensate a huge chunk of stakeholders. But if they do, maintaining compensation poise is likely to be a big issue.
Since its a security matter, the situation seems to be doubtful. We can’t say anything with certainty yet.
Lately, i had a chat with CDA Director Security, but it turned out to be useless, as he directed me to some other person, who didn’t take my call.
Anyway, i will try to contact him again and let you know in case i get some concrete information. InshaALLAH.

What i came to know through a news source was that the development work in Top City had been halted as it was being built along the boundary of the airport.

In my opinion any society which comes in Landing Area and Take Off zone of New Airport may have some problem. Landing Zone is Top City and there is no active housing society in take off zone. Earlier there was Arian City, which comes in take off zone, but they already closed down business long time ago.

2-PECHS agents are saying that this range is only for straight to the runway and 30 degree to the runway on both sides forming conical path of 60 degree and not parallel to the runway. Do anyone got any info like this ?

According to a news source, 12 housing societies spanning 17000 kanals within 4-6 km radius of the under construction airport have been developed and which the authorities concerned are likely to mull, but I haven’t come across any news that distinctively defined 4-6 km radius.
I suggest all the investors to wait and watch till something concrete comes from the authorities. Please don’t take investment decisions based on rumours.

I am interested in Multi Gardens (B-17) both E and newly launched F Sector.
As far as Block F of B-17 is concerned, booking has been done there recently. It is in designing and planning stage and the booking of a 7 marla (30*60) plot in the locality was done for Rs 24 lac, to be paid in instalments of 3 years.
In sector E, current rate of 1 kanal resides around 45 lacs and 7 marla rate is around 20-22 lacs. However, the rates may vary from one plot to another. Hopefully, possession my be given within 3 to 4 moths, but its not an official announcement.
As per B-17’s proximity to airport is concerned, i don’t think that it has anything to do with the airport issue.

Yes true but there is one major issue and that is health.. B-17 is located very close to Sangjani rocky mountain belt where due to blasting and stone crushing by “crush” suppliers there is lot of dust which may cause serious health issues / breathing problems. In Gulberg Islamabad a 1 kanal plot ranges between Rs 35-55 lacs, depending on location. Though the development status is reasonable in the initial blocks of the society, the possession has not been given yet in any of the blocks.

any idea about Kyber Garden, located on Chakri Road (15 Km from Chakri interchange and 40 km from saddar). currently it is with Khanial Builders.
My friend purchased 2 x plot (5 and 10 marlas) in above mentioned society in 2008, intiqal of both plots is on his name. he wants to sale it to me.
is it legal or not? how is it for future investment?

Hope you will be fine today, I’m seeking to get a 5 marla plot in Graceland housing. As you stated above it comes under 4-5 km and also you said it is safe to invest and it has no issues with noc these both statements of yours are conflicting. I would be glad if you clear this doubt
Secondly. Graceland housing director sahzed zafar said in his interview with sidiquee “Graceland doesn’t comes under cda so they don’t need noc from cda, it comes under fateh jahang tensil and they have noc’s from them” ant suggestion on his remarks? Is he said correct?
If his diretor statement worth it or true, so zain can you please provide me fateh jahang tensil website or contact no. to confirm their authenticity.
