The bench suspended the notification terminating the rights of SBCA-Hyderabad to issue these approvals.
Reportedly, the court was moved by the petition of a citizen who informed the court that he has trouble getting SBCA approval for the layout plans of his 120 sq. yd. house. The court instructed the SBCA Hyderabad Regional Director to approve the said plans, to which he responded that the rights have been transferred to the authority’s committee operating in Karachi.

Previously, The Sindh government divided SBCA into six regional directorates to streamline the process. However, the decision to transfer approval rights to the regional directors was cancelled by SBCA Director-General (DG) making the regional directorate powerless.
Afterwards, the court called in DG Shamsuddin Soomro over the transference of 120 sq. yd. building plan approval rights to Karachi and expressed displeasure over the shift after the devolution of the authority.
