Sector F-16, a residential project of Jammu and Kashmir Cooperative Housing Society, has been a victim of the developer’s apathy for a number of years now. The allottees of the society are in a state of dismay, as there are no signs of development work in the society as of yet.
On January 13, 2015, Minister of State for Water and Power Mr Abid Sher Ali inaugurated a grid station in the society, but the inauguration of the grid station turned out to be of no use for the allottees because there is no other infrastructure development in Sector F-16. But there’s still hope: the property dealers concerned recently gathered and decided to meet the management of Jammu and Kashmir Cooperative Housing Society.
The meeting in question is scheduled to be held on May 14, according to a source who requested not to be named. In this meeting, the property dealers will discuss issues regarding infrastructure development in the sector.
The developer has already balloted the plots in the society, but as there is no development in the society, the prices of plots registered uneven fluctuations in the one year from March 2014 to March 2015.
According to Zameen.com stats, the average sale price of 8-marla plots in the locality dropped 14.80% over the course of these 12 months. The graph given below provides a fair idea of price fluctuations for these plots:
Generally, it is being assumed in the market that the developer has not yet undertaken any development in the locality even after a number of years because of a lack of funds. However, the meeting between the estate agents and the developer may yet unveil a different story.
The allottees have already waited for a long time for infrastructure development in the society. In my opinion, they should wait a little more to see the outcome of the meeting before making any decisions regarding their plots.

Update: I got the insight of the meeting from the dealer who attended it. Management have said they will start the work after the month of Ramadan. The funds will come from the plot owners who have not paid the development charges. lets wait and see another 2 months on their promise.

F-16 has very good location but due to management and dealer mafia milli baghat, this sector is not developed from last 10 years. every time and at every forum they start weeping that funds are not available and last AGM they suggested about 10 lac for 200 sqyrd plot with original price 5.0 lac including development charges. a school plot in g-15, they sold about 70.5 million. imagine the value of property in the area.
if they just develop a sub sector as land already acquired and sell only commercial area they will have sufficient funds to develop whole F-16 and after it they have three sub sectors and markaz commercial and flats areas yet to sale. they can earn very huge money and alloties will get home as well (as most are govt employees and can not afford further development charges , delay). other side alloties should also consider NAB, FIA, Islamabad hi-court for relief as well.

FGEHF member ship/ new registration is opened again for phase-II drive and every federal govt employees can apply. form can be down loaded from website and submit in askeri bank and pay fee (according to their grades i.e 5000 to 1 lac) . CNIC and one photo is required along with verification from his parent organization.
What i know about the most recent development of F-16 is that society has issued additional development charges letters to alloties @ Rs. 5000/ Sq.Yd yes I am correct it is Rs. 5000/Sq.Yd they are insane. Still members are in shock what these stupid society will do with there additional charges! or would they be able to collect it or not?

Today a meeting of the allottees of F-16 was held in G-7-Markaz as per schedule. Six members committee was approved under the chair of AVM Raja Ayub. It is informed to members that on 13-7-2015 (Monday), suspension letter (against the JKCHS notice regarding heavy additional charges) will be issued from the ADC office. It was also informed by committee that a reply will be submitted by Sec. JKCHS in Additional Deputy commissioner (ADC) office on 15-07-2015 for all the questions given in my previous post . Based on the decision given by ADC , the rep. Committee will proceed accordingly.
so allotties are ready for tough legal fight against corrupt managment for their right
