The primary reason for the judgement, according to the Supreme Court, was environmental and local population concerns. According to reports, in a dispute involving the blasting method for stone crushing, the apex court ordered the provincial government to shut down all units within two months. The SCP also directed the KP government to appoint a commission to study the province’s escalating pollution problem caused by stone crushing plants and produce a report on the matter within the next several days.

In addition, the court was informed that the KP stone crushers guidelines had been changed to enable stone crushing facilities to be built within 500 metres of residential areas rather than the prior distance limit of 1,000 metres. The SCP judges ordered the KP government to put monitoring equipment on power crushers, and those companies that refused to install their system were ordered to shut down immediately.
