Karachi: A division bench of the Sindh High Court (SHC) headed by Justice Mohammad Ali Mazhar took notice of the non-filing of progress report by the Sindh Building Control Authority (SBCA) and issued directives for the SBCA Director General Shamsuddin Soomro to submit the document on a priority basis, according to a news reportpublished on January 15.

The said report is to contain details of the amendments in the building regulations related to the issuance of no-objection certificates (NOCs) to high-rise structures in Karachi. The court said that SBCA had been instructed to hold a meeting with the Civil Defence Department for amendments with regard to NOC issuance to the owners of high-rises, but the department had neglected to comply.
The SBCA DG has been asked to appear in court on January 26. Reportedly, Shamsuddin Soomro was recently promoted to the post of director general (grade 21); previously serving on important posts in the provincial government.

In a related development, SHC’s Hyderabad circuit has asked SBCA regional director, Hyderabad Development Authority (HDA) director planning and development control, Hyderabad Municipal Corporation (HMC) land director, and municipal commissioner to appear on January 28. The officials are also asked to submit reports regarding conversion of residential plots and approval for commercial projects.
