Rawalpindi: The Rawalpindi Development Authority (RDA) has decided to invite fresh tenders for the Kutchery Chowk project after disqualifying the Frontier Works Organisation (FWO) from the bidding process on technical grounds, according to news published in the leading newspaper on October 9.

Previously, the RDA has invited bids from National Construction Limited (NC), National Logistics Company (NLC), Railcop Private Limited, and FWO. It was revealed that NC and Railcop didn’t participate in the tendering process. The NC did not respond to the invitation while Railcop stated the company has never worked on projects costing more than PKR 6 billion.
Similarly, FWO was disqualified after the technical evaluation of the proposal based on eligibility criteria RDA issued while NLC didn’t attend the technical meeting. The news source mentioned that the authority will start the new bidding process on October 18 as no state-owned company was selected.
As per the revised eligibility criteria, all the firms must be registered with the Punjab Revenue Authority (PRA) to qualify for the bid; the rest of the terms and conditions are the same. If the firms fail to qualify for the contract, the RDA will go for an open bidding process.

Moreover, the expected cost of the Kutchery Chowk project is PKR 6.4 billion; out of which PKR 5.1 billion is the construction cost and the remaining cost will be spent for shifting utility services and land acquisition.
