According to a senior RDA official stated that the merger plan, developed by NESPAK and endorsed by the National Highway Authority (NHA), includes adding two lanes to the motorway to accommodate increased traffic. Given this, RDA sees no need for Phase-II or its feasibility study.
The 38.3 km Ring Road from Baanth (N-5) to Thallian (M-2) was approved by ECNEC in December 2021, with a contract awarded to Frontier Works Organisation. While a joint Turkish-Pakistani venture suggested a feasibility study for Phase-II, RDA now advises against further spending, recommending a fresh study only if a shorter, cost-effective route is required.

RDA Director General Kinza Murtaza emphasised that the motorway expansion would suffice for traffic needs in the coming years, making Phase-II redundant.
