As per officials, the project is worth more than PKR 202 million and is aimed at protecting a number of national assets (detailed below).
The federal government has decided to fund the project entirely from its own resources. It has appointed the Sindh Irrigation & Drainage Authority as the executing agency. In the working paper of the project, it has been detailed that the said authority conceived its need after the devastating floods of 2015. As such, the said government department has identified the area along the Qadirpur Loop Bund for protection against major flood events.
The implementation of the project will protect several national assets against flood-induced damage. These include the cantonment areas of districts Ghotki and Sukkur, Pakistan Railways, National Highway, power plants, sugar mills, gas fields, oil mills, and more.

The project’s official documents indicate that the area identified for its implementation is at a risk of floods during the upcoming monsoon season. The documents suggest that project activities need to be scheduled accordingly in order to prevent damages.
During a meeting held on November 19, 2018, the Scrutinising Committee of the Federal Flood Commission considered the project. The committee also discussed the technical viability of the project in detail.
