Gujrat: The Punjab government has announced its decision to reintroduce the patwari system at the revenue estate level – beginning from March 3, according to news sources. To this effect, patwaris (who can operate computers) will take over the services.
For this purpose, two qanoongo areas (revenue circles) have been identified in each of the total nine divisions of the province. Currently, these services are being provided by the Arazi Record Centers (ARCs).

The Board of Revenue (BoR) has issued directions to the divisional and deputy commissioners to ensure completion of the arrangements required to launch the system before March 3.
The Punjab Land Records Authority (PLRA) and BoR will provide requisite equipment under a development scheme. Moreover, the board’s inspection teams will conduct visits to observe the workings of the new system.

The provincial government has also decided to launch a patwar school (with revised courses and computer training) in a nominated division on a pilot project basis. The project will be extended to other divisions to train the new-age ‘digital patwaris’.
Punjab Revenue Minister Malik Anwar clarified that the government is keen to reform the land record system by involving well-educated and computer-literate patwaris, who not only have a good understanding of the revenue field but are also literate in modern technical matters required by the field. Anwar stressed that Punjab is not reverting to ancient, manual land record mechanics but is upgrading the existing ARCs and PLRA.
