Islamabad: The National Highway Authority (NHA) has allowed private entities to construct interchanges on motorways – a news source reported.
The policy will pave the way for private entities to approach the controlled access network. Previously, such a move was possible only through the Public Sector Development Programme (PSDP).

The private entities will be allowed to build interchanges at a road distance of 10 kilometres. NHA will have the authority to approve or change the design for their construction.
It will also be mandatory for the entities to apply for a No-Objection Certificate (NOC). The NOC will carry details of ownership and maturation of proscribed land belonging to NHA.

NHA has fixed the limit of minimum area required to get approval of interchanges: four thousand kanals for housing schemes, two thousand kanals for educational or medical city, twenty-eight hundred kanals for industrial or factory outlet, and 1,600 kanals for a theme park.
The non-refundable processing fee has been fixed at PKR 5 million. Similarly, NOC charges have been set at PKR 60,000/kanal for housing schemes, industries, factory outlets, and theme parks. Owners of educational and medical cities will have to pay PKR 50,000 per kanal.
