The said decision is based on the initial inquiry report on petrol crises in Pakistan – prepared by the Oil and Gas Regulatory Authority (OGRA). The authority identified nine OMCs involved in fuel hoarding, black marketing and purposefully dropping sales. These firms include: TOTAL PARCO Pakistan Limited, Shell Pakistan Limited, Attock Petroleum Limited (APL), Attock (Attock Oil Pakistan Limited), Byco, Go, Hascol, Puma, and BE (Bakri Energy).

The report claims that the Petroleum Divison failed to take actions during the time these OMCs were creating an artificial petrol shortage. In response to which, Khan has ordered strict action against officials involved in neglecting their duties.
