The programme is a need and merit-based scholarship initiative, planned to span over the next four years and facilitate over 200,000 students, by covering their tuition fee and offering them various stipends. According to the PM’s office, the programme is first of its kind as it is targeting undergraduate students, instead of those getting their masters or doctorates.
Furthermore, half of the initiative’s beneficiaries are girls hailing from low-income families, whereas 2% of the scholarships are to be awarded to the students with special needs.

Reportedly, the offered scholarships fall under the government’s poverty alleviation ‘Ehsaas’ initiative for students hailing from public sector universities across the country. The project seeks to ensure that each maximum number of eligible students get a higher education, undeterred by the financial constraints. Undergraduate students enrolled in the specified 119 public – HEC recognised – universities and have a family income of less than PKR 45,000 are eligible to apply.
