Lahore: The Punjab Central Business District Development Authority (PCBDDA) has invited experienced and reputable contracting firms to participate in bidding for the construction of the ‘Celestia Tower’ in Nawaz Sharif IT City (NSIT). This announcement was made through a post shared on their Facebook page on May 27.
The PCBDDA has specified that interested firms must hold a valid Pakistan Engineering Council (PEC) license registered under category ‘CA No-Limit’ and fulfill the specified criteria to participate in the bidding process.
The post further elaborates that in the case of a joint venture (JV), the lead partners must be duly licensed by the PEC under category ‘C-A’, registered in relevant categories with concerned authorities such as Income Tax, Sales Tax, Provincial Sales Tax, and must be on the Active Taxpayer List.
The Celestia IT Tower project aims to develop a comprehensive IT office complex, intending to revolutionize office environments for the tech industry by strategically attracting top IT companies, both locally and globally.

How to Participate? Interested firms meeting specified criteria and holding a valid PEC license under category “CA No-Limit” with specialized codes are invited to participate. Tender documents can be downloaded from PCBDDA’s website for information. Complete Tender Documents can be obtained from the Procurement Directorate Office of PCBDDA upon payment of Rs. 25,000/- (non-refundable) in the form of a Pay Order/CDR/Demand Draft.
Submission Instructions: Applicants must ensure that their bids are sealed and include all necessary documents, with clear labels of the project name and addressed to the Director Procurement, PCBDDA, CBD Complex. Bids must be received by the specified deadline. The bids will be opened at 02:00 PM on the same day.
The tender notice further states that bids without the required Bid Security, in the form of an Original Bank Guarantee/Pay Order/Demand Draft/CDR issued by a scheduled bank in Pakistan operating in favor of the “Punjab Central Business District Development Authority,” will not be entertained.
Further Information: A pre-bid meeting will be held at the PCBDDA Office Complex. Queries regarding bidding documents will be addressed up to 03 days before the closing date. The bidding process follows the Single Stage Two Envelope procedure. The PCBDDA reserves the right to accept or reject bids at any time.
