Lahore: The government has formed a panel to assess the viability of the Ravi Urban Development Authority’s (RUDA) and the Lahore Central Business District Development Authority’s (LCBDDA) projects, according to a news story published on July 19.

As per the details, the purpose for reviewing the River Ravi Urban Development Project (RRUDP) and the Lahore Central Business District (LCBD) project is to determine the viability, scope, and intervention on the part of the government, if required. According to the notification issued, the panel will comprise 11 members including a Board of Revenue (BoR) member (consolidation), Planning & Development Board chairman, secretaries for law & parliamentary affairs, local government and community development, irrigation, public health engineering, housing, Lahore commissioner, CEO RUDA/LCBDDA, and Chief Executive Officer (Urban unit). It was disclosed that the LCBDDA and RUDA CEO will act as the secretary of the committee.
Moreover, under the Terms of Reference (ToRs), the committee will review the master plans of LCBD and RRUDP and their compatibility with the master plan of the Lahore district by the Lahore Development Authority (LDA). The attendees were informed that the committee will identify the weaknesses and gaps in the project designs and give suggestions for resolving them.
Additionally, the committee has been assigned the task to review the suitability of land acquisition and land model for the launched or planned projects under RUDA. Also, the committee will evaluate the impact of both the projects on ancillary infrastructure requirements of Lahore City including sewerage, water, traffic, environment, and energy. It was shared that the committee will check the existing illegal constructions in jurisdictional areas and propose mechanism for its regulation by RUDA. The panel will also review court cases and litigation over the land acquisition and environment.

As far as LCBD is concerned, the committee will study the jurisdictional issues and arrangements of land/cost sharing with Walton Cantonment Board, Civil Aviation Authority, and Bab-e-Pakistan Foundation. The committee has three weeks to submit its report and suggestions on the above ToRs to the chief secretary.
