Rawalpindi: The Rawalpindi Municipal Corporation (RMC) is still approving building plans according to old rules and by-laws as the Punjab government has not yet notified them of the new by-laws, a news source reported. The new building by-laws were approved in January in the previous year.

For the new building by-laws, a committee, which was led by the former mayor Sardar Naseem, had devised new rules for the 46 union councils of the city. According these new rules, applicants would need a No-Objection Certificate (NOC) from RMC to build commercial structures, as well as apply for utility connections.
An RMC official stated that as the government switched, the incumbent government wanted to formulate new by-laws for all the 36 districts of the province instead.

Rawalpindi Development Authority (RDA) Chairman Arif Abbasi has stated that the government feels the need to introduce uniform by-laws both in RDA and RMC. He added that this was needed because people took undue advantage from the differences between the two civic bodies.
