Khayaban-e-Amin has been stuck in controversy for a while now. Despite its great location on Defence Road, not many buyers are currently looking to invest here out of fear that their investments will not be safe. The society is definitely problematic, which is why the National Accountability Bureau (NAB) has started an investigation against its management, inviting payment proof from Khayaban-e-Amin victims.
While some believe that development work here has been delayed due to Lahore Ring Road’s new route, which affects many blocks in Khayaban-e-Amin, the fact remains that the society has plenty problems of its own.
According to sources, a couple of weeks ago, NAB requested Khayaban-e-Amin victims to submit proof of the payment against the properties they bought from the society. A number of genuine buyers and investors have paid high sums for plots, possession for which has not been given from the last several years. NAB will pursue the case once it has a clear idea of the amount that the developer has received from those affected by the delays.
Meanwhile, property rates in Khayaban-e-Amin continue to plunge. In the last couple of months, the market rate for residential plots dropped by over 20%. On the contrary, the market rate of property in other societies located on Defence Road not only continues to inch up but is currently twice the rate of property in Khayaban-e-Amin. For instance, the average price of a 1-kanal plot in Khayaban-e-Amin (awaiting possession, of course) is PKR 5 million, while the same plot in nearby housing societies settled on Defence Road has a price tag of PKR 10 million or more.
When it was launched, the society offered houses and plots at cheap rates and attracted a lot of genuine buyers because of its high quality development work. However, soon after that, the society’s management started using different tactics to delay possession. At present, plots in 12 blocks are yet to be handed over to their owners. Even possession of many plots in developed blocks has not been offered to plot owners, which makes little sense.
A few years ago, the society also increased the transfer fee and encouraged investors and property dealers to keep the investment cycle running – while no actual development took place. In effect, while the developers continue to make money, no resolution seems to be in sight for people who have sunk hard earned cash into the society.
In the case of developed plots, the property transfer and registration fee is submitted to the concerned tax authorities. Many property owners and agents believe that Khayaban-e-Amin has postponed handing over possession to pocket the property transfer fee.
Some years ago, the developer imposed development charges on individual buyers. The amount was pretty high when compared to the status of development at the time. Plot owners were also penalised hefty sums for not paying their dues on time.
In essence, the society took money for plots, then added high development charges, and finally penalised plot owners for delaying payments of these development charges, while there was little development taking place to begin with.
End users also say that this is not the extent of the issue. Several people have also been shown different plots on the map but ended up with a plot in a less than ideal location.
The case is currently sitting with NAB, and we can only wait and see what solution the authority finds to the Khayaban-e-Amin problem.

I am plot owner in Khayaban-e-Ameen Block- L and I own 1 Kanal file. I don’t agree with this Blog because Khayaban-e-ameen offered possession in L block before finishing the payment plan. and I know that few people constructed their homes also in Block L. As a matter of fact Block-L is closest block from Ring Road and have direct access. I heard that now they stopped the possession in L block as Ring Road construction is going on along with Khayaban-e-ameen and Lake city boundaries. I beleieve situation will be more clearer as ring Road work is expected to complete in next few months.
I booked 5 marla single storey house in Block R in Feb 2011 which society did not mentioned that we are collecting money for R block, they send me file that yoy booking is in R block. All instalments i paid uptil feb 2015. still construction work has not started yet. When i go to office, says you can not sale. I request to NAB personell to please take action agianst two corrupt owners. They are playing delaying tactics with customers. Please help theese customers. Thank you so much.
Despite of all the issues, it’s location will keep on providing continuous returns to investors. I have a small investment here since 2015 and I got very good return on it. Increase in prices of Valencia, Rahber and Lake City will keep on pushing prices here too.
NAB’s involvement will definitely help this society as this will eventually lead to the development.
Investors should keep their eyes close as this train can pick up anytime now.

I am also affectee of Khayaban e Amin. I purchased 5 Marla plot in M Block in Nov, 2013 for which I have had paid all due installments within the specified period as per head office schedule.The last installment was paid in July, 2015 and only remaining payment is that which is to be paid on possession. Now after even 21 months passed,I am not looking any chance in near future for possession of my plot so that I should be able to construct my own house to getrid of rent problems.

Thanks Samra for your update. My family had bought plots in B-Block in 2011. Till then we didn’t get possession even management promised to hand over to us in June 2012.
Now these plots will be relocated somewhere due to ring road interchange. How can I get same location of plots from management, as they are offering at very poor location of K block. Please suggest. Thanks

I do have purchased a plot in Block-L and another in Block-N. I repeatedly visited the site. Development work seems little bit. But now-a-days all the scene looks out of seen due to birth of SL of LRR. LRR has divided to society in 2 Parts.
Maybe LRR prove lucky for the investors as well as developers. If LRR could not impact Khayaban-e-Ameen positively, than it is confirm that the developer had flown away of Pakistan since he might have collected his capital. It is too possible that K/Ameen’s management might have MukMuka with DHA-11 and would have sold the investors to DHA-11.

Khayaban e Amin is looting people we bought corner 10 marla plot and paid (65 lak) which was given (21 22 lak) few years back by society. But the plot is of 8.5 marla size and now Sahir Associates not giving remaining 1.5 marla or the money. Since day 1 the society knew the size of plot but they did fraud and in paper mentioned incorrect size. We are very upset as it was our whole life saving and its a direct loss of 10 to 15 lakh and a forever loss too… also we bought plot for growing family size and now the size of plot is smaller. Should we sale the plot in low price? Or go to consumer court? What experts suggest?
