Furthermore, no government, commercial, or semi-government entity will be permitted to excavate ground for basements in any part of the city during the moratorium. Any such activity will need a prior letter of no-objection. The government has also charged the Lahore Development Authority (LDA) and the Water and Sanitation Agency (WASA) with inspecting city development sites. Furthermore, the LDA’s Town Planning section has been tasked with monitoring and halting any such action.

It is also worth noting that the Walled City Lahore Authority (WCLA) had advised all inhabitants of buildings identified as dangerous for residential and commercial activity to vacate the buildings before the start of the monsoon season. It is also projected that the current monsoon season, which began on July 1, would have more rainfall than usual.
