As per details, the directive followed a meeting with Waste Management Companies’ CEOs on Thursday, attended by Punjab Local Government Secretary Shakeel Ahmed Mian, focusing on the Suthra Punjab initiative and the outsourcing of sanitation services.
During the discussion, Minister Rafiq emphasised the importance of completing population assessments and recovery details in selected tehsils during the first phase of the program. He reiterated that the only model for waste management under the outsourcing initiative would be door-to-door collection, ensuring that each area is cleaned three times a week.

Rafiq noted that cleanliness scores would be a critical component of the Key Performance Indicators (KPIs) set by the Punjab Chief Minister for the new sanitation model at the tehsil level. He also clarified that the collection of fees would not commence in the first three to four months following the rollout of the outsourcing model.
