In a recent session of the LDA governing body, chaired by the Punjab Chief Minister (CM) Mohsin Naqvi, the proposed changes were discussed and refined. The modified regulations now mandate the submission of applications for regularisation and approval within 60 days, reduced from the initial 90-day period. This adjustment specifically applies to cases where parking agreements are not concluded with the Traffic Engineering & Transport Planning Agency (TEPA).
Furthermore, approval has been granted by the governing body for the delegation of powers to TEPA officers, as outlined in the proposal. This empowerment covers matters related to parking, enforcement, management of parking plazas, and right of way within TEPA’s jurisdiction.
Additionally, the governing body has revised the proposal regarding the reinstatement of mandatory parking spaces. The updated timeframe for addressing violations of existing parking agreements with TEPA is now 10 days, down from the previous 30 days.
According to the proposal, TEPA is now authorised to execute parking agreements under the LDA Building & Zoning Regulations. The agency is actively devising a mechanism to curb the misuse of parking spaces in various structures, including commercial buildings, apartment complexes, and public buildings.

These parking agreements, formalised between TEPA and property owners, empower the agency to collect fees, fines, and penalties associated with parking agreement violations and improper use of parking spaces.
