Lahore: The Lahore Development Authority (LDA) has issued a checklist for property buyers to use before purchasing any plots or houses located within private residential schemes, according to a post published on the authority’s official Facebook page.

The following is the checklist of documentations issued by the LDA to validate the authenticity of a private residential scheme:
- Letter of final approval issued by the relevant authority and approved layout scheme plan.
- The total number of plots in the scheme and, number and sizes of plots demarcated in various categories.
- The number and list of blocks of 20% mortgaged plots.
- Make sure that the plot you are purchasing is part of the approved scheme plan, and is located within the approved land area.
- Make sure that your plot isn’t mortgaged to the development authority.
- Make sure that your plot isn’t located on public utility land, and check if the society has demarcated public utility plots for basic living facilities like schools, parks, graveyards, dispensaries etc. Visit the public utility plots in person.
- Ensure that the scheme you are interested in isn’t involved in any court cases for fraud.

Moreover, the LDA administration has warned people to not be overly impressed by elaborate marketing campaigns, and to only purchase plots after complete verification. The authority wants people to visit project sites in person, and get all the relevant details regarding land area, development charges, and obtain other such basic information in writing for proof. Additionally, buyers have been asked to ensure that their selected residential scheme is also providing amenities like power, water, and gas etc.
Furthermore, the buyers should be aware of the possession dates of their plots, and know if they will be liable to pay any extra or hidden charges at the time of possession. The buyers have also been requested to keep copies of stamped receipts and contact details of the residential schemes they are investing in. For more information about a particular private residential scheme, investors can also visit the LDA’s one window facility to avoid any complications in the future.
I am also an overseas Pakistani living abroad for the past 25 years. I have been living in the world’s most expensive cities of Swiss & Norway for years and now in New York City. The property dealers connected with the FDHL, Habib Rafiq Group, are driving the rates of the Lahore Smart City overnight by lacs of rupees without the knowledge of FDHL. I watched a few videos by property dealer Athar Abbas most probably shuttling between London and Oslo(Norway) and the Property Naama brothers on Youtube. My question to them is: Where on earth are the rates of real estate(barren land) increasing during the pandemic of coronavirus. The world is grappling with the virus and here in Pakistan, our property dealers have shot up the rates by 10 lacs overnight. The Property Naam also claims that no plots at Lahore Smart City are available as they have already been sold out. Can I request the FIA & PM Sectt. to launch an inquiry into such scams or should I write to the Minister for Overseas Pakistanis affairs to look into these videos viral on Youtube? As an overseas Pakistani, I used to trust these property dealers BUT it seems they have abused our trust. They are scamming the overseas Pakistanis without giving any valid reason for lacs of rupees hike in LSC pre-launch rates in just less than a week. I am writing to the Minister in charge of overseas affairs and the concerned authorities in Pakistan to take action against these property dealers immediately if no valid reason for such a price hike is given . These dealers should also indicate where in Pakistan or any part of the world has property gone up during the pandemic?
