Located in the midst of many other housing societies in southern Lahore, LDA Avenue I enjoys an excellent location. Although this project has been facing litigation issues and the Lahore Development Authority (LDA)’s apathy towards the resolution of snags, investors are still capitalising on it and are hopeful that their investment will grow manifold in the time to come.
Now it seems that this hope it actually materialising with the passage of time.
According to property price stats meticulously maintained by Zameen.com, the average value of 10-marla and 1-kanal plots residential plots increased sharply during Q1 2016. Better still, the society is expected to continue this trend in the near future because:
1) LDA has started to supply electricity to the society
2) Lahore Electric Supply Company is accepting applications for electricity metres
3) Many people have begun to build their houses here
Litigious plots
Amid this price increase, there are many plots that are under litigation. Even though the authority has been fighting a series of battles in courts to get controversial land cleared for quite some time now, some of the area is still disputed and investors who own plots in these patches are clueless about the future of their investment.
The LDA has already held two rounds of balloting to allot alternate plots to the affectees. Yet, the remaining victims are still awaiting the third round. Let’s hope that the third round of balloting will be held soon.
There are some investors who deliberately capitalise on litigious plots, thinking that they will bag bigger returns once a litigious property has been cleared, but it’s difficult to find such people.
Market value of plots
According to Muhammad Abdullah of Siddique Associates & Builders, the market rates of 10-marla and 1-kanal plots in LDA Avenue I are as follows:

Should you invest in LDA Avenue I?
According to Zameen.com’s stats, the average sale price of 10-marla plots in LDA Avenue I is PKR 4,930,363 and that of 1-kanal plots is PKR 10,305,595. Keeping in view the average value of plots in other societies on Raiwind Road, prices in LDA Avenue I still have room to grow. So, the way I see it, you should invest in the locality.

If you are planning to invest in LDA Avenue I, make sure you buy a clear plot. Visit a one-window cell of the LDA, tell them the membership number or plot number and they will confirm the status of the plot in question. Otherwise, I can also help you out in this regard. Just share your plot number with me.

F and E blocks are located adjacent to LDA Avenue I. As per I know, 1-kanal plots are located on 150-foot road of Jubilee Town and the value of these plots is over PKR 2 crores.
Possession has been handed over in Jubilee Town and the area is safe for investment.

If you have a clear plot, I suggest you hold it. In LDA Avenue I, there is an excellent demand for good-location plots. If you think your plot in Block G does not enjoy a good location, only then you should think of shifting your investment from one block to another. And bear that in mind that you will have to pay transfer charges.
In Block K, there are some litigious plots. Tell me plot number, I will try to tell you its status.

LDA lost LHC case on whole of K block. Same happened with G Block. Both blocks lost by LDA for good – confirmed as i have read court documents. Appeal is in Supreme court, and LHC verdict shall be upheld. Its my theory that people in these blocks shall either get their money back (means people will sue LDA in courts again), or plots in LDA City. There is no other way.

Best block? J for 10 marla as its adjacent to Comsats campus. For 1 K, H because it has a very small/negligible (rura)village adjusted within. But people are more interested in D block because it is adjacent to EME and Judicial societies.
Most plots have excavations of approx 5 feet. Sand etc was removed from plots to make roads, parks and other infrastructure. For a long time, it was stolen as well unabated and unchecked. Only plots in A and B blocks (main entrance area) are safe.

LDA can acquire any piece of land in its jurisdiction Lahore division (composed of districts of Lahore, Sheikhupura, Nankana, and Kasur), for public utility purposes like roads infrastructure. They use some very old laws (I guess revenue laws or cooperative societies housing act) for the purpose. Thats the reason private societies reserve nearly 25% area as public space and transfer its control to LDA.
If history is any guide, it shall definitely seek passage from Judicial employees cooperative housing society as well as EME. The entities shall jump to grab the opportunity because
1) they have only one major access road i.e. Multan Road and would certainly wish to have a direct link to raiwind road, defence road and thus ring road.
2) govt will spend on roads infrastructure using its own budget.
3) EME and nearby societies need water drain/sewerage infrastructure of Ave-1 as well as Jubilee Town.
Right now, however, situation is adverse. Not only Ave-1 but Jubilee is also a ghost town. Safety precaution shall be used to plead to courts to stay-over any LDA plan of making inroads into nearby private societies.

For 10 Marla J Block is best coz its near to central park and main boulevard and for kanal plots Block H and F. Good location plots will at least get a surge around 20 % so its better to keep them for at least 3-6 months. my forecast is good location 10 marla plots will cross 8 Million in just 3 to 6 Months. rest aLLAH knows better.
Dear advisor, how do you come across arbitrary figures like 20% surge, or 8 million price mark standing possible within 6 months? Did you know that sewer, water, gas, telephone provisions are absent while electricity and road infrastructure is far from being complete?

I guess LDA lost its court case of L and K blocks – both at the same time. So they shall compensate the victims in some other way. Keep an eye on LDA budget every year. Once they allocate money for AVE-1, you may finally get alternative plot or compensation.

Is there any hope to see sui gas in LDA AVENUE 1 J BLOCK?

I am really fan of your assessments and nice and sincere advice regarding the issues.
I have a plan to sue LDA as I am affected by LDA Avenue-1 authorities. I paid all installments and I was never informed that plot is under litigation. They issued many times list of plots under litigation but my plot number was never included. Last year I contacted for the purpose of possession and I was informed that plot is under litigation. I never got any letter regarding this.
Similarly, I purchased an other plot in L Block in late 2008 and it was transferred without any problem and without indicating that plot is under litigation. If the plot was under litigation how it was transferred legally in my name.
Could you please advise me that for suing the LDA will give any piece of mind. Do you have any information if any other affectee has been compensated by court not by ballot.
