Shindo shared a strategy and action plan on Thursday, which stated that skilled Pakistanis will send in their applications for relevant recruitment by April 27. He added that the candidates will undergo Japanese language testing in July, which would take place at the National University of Modern Languages (NUML) Islamabad. This would be the rubric for their final selection, he added.

The three categories which are part of this plan to import foreign labour are technical intern, specified-skilled workers, and highly-skilled professionals. Shindo revealed that Japan would import 345,000 skilled workers from 10 countries as part of its plan to expand its workforce, and this process would continue for the next five years.
To facilitate this measure, the Pakistani government has nominated two institutes for the purpose of providing necessary recruitment services: the National University of Technology (NUTEC) and the National Vocational and Technical Training Commission (NAVTCC).
