Rawalpindi: Rawalpindi Commissioner Capt (retd) Saqib Zafar has directed the authorities concerned to ensure the issuance of no-objection certificates (NOC) to developers interested in pursuing construction work under its territorial jurisdiction — now a mandatory requirement for carrying out developmental work in all housing schemes and uplift projects planned in the city, a news source reported.

The directives have been issued on a suggestion floated by Punjab Parliamentary Secretary Adnan Chaudhary. The purpose of procuring an NOC before carrying out any development work in Rawalpindi is to ensure that the land in question hasn’t been marked as an amenity plot reserved for public welfare.

The NOC will be issued by the tehsildar, naib tehsildar and/or the concerned patwari after they visit the site in question and verify that the land isn’t marked as property meant for other public welfare projects. The instructions issued by the commissioner also specify that the developers of housing schemes will not be able to use amenity plots and land marked for graveyards, temples, roads, ponds, parks, schools or any other land reserved for public welfare.

The developers found engaged in such activities or the public officers involved in facilitating them will face criminal offense charges.
