IHC Justice Athar Minallah issued the directive in response to a petition brought by Malot residents alleging that a private housing scheme had obstructed their access to the major road by building roadblocks and encroaching on neighbouring territory.

According to the petition, the housing society has also closed a second access route to the main road, causing considerable issues for the inhabitants. Justice Minallah requested CDA and the district administration rectify the issues and remove the road encroachment. Reportedly, Malot is an area in Islamabad inhabited by the people belonging to Gilgit Baltistan after their displacement due to the Atta Abad Lake incident. The road access to Malot was provided by CDA but has been blocked by a private housing scheme.
