Reportedly, under this amnesty scheme, as many as a thousand private housing schemes located across the province (including Lahore) will get relief. Under this amnesty initiative, a legal process will be initiated to regularise them after the payment of small fines and minor penalties.
The ordinance will set up a special commission to examine the cases of private housing schemes and land sub-divisions. The commission will be headed by a retired Supreme Court judge and include six members (town planner, civil engineer, legal expert, public/private sector’s representative) with 20 years of experience.

As per the reports, the housing projects developed in violation of land-use rules will pay a fine of 2% of the residential land. The housing projects with no parks or open spaces/graveyards will have to pay twice the price of residential land for regularization.
Moreover, this amnesty scheme will enable the residents of these illegal housing projects in Punjab to get their power and gas connections. Not to mention that the developers of these projects will get the maps of their housing schemes approved.
