Islamabad: The Federal Cabinet has approved a proposal to alter the Islamabad Capital Territory (ICT)’s master plan to include the development of a sanitary landfill site, news sources reported on February 9.

The decision was made after Islamabad High Court (IHC) ordered the Secretary to the Prime Minister in August 2022 to submit a report on implementing an environmentally sustainable waste management and disposal system in ICT. The Capital Development Authority (CDA) informed the Cabinet that the city’s 2.2 million population was generating a daily waste disposal of 1,200 tons, compared to the current waste lifting capacity of only 650 tons per day.
The IHC gave a directive for the creation of a sustainable waste management plan for the city, which is being carried out by a consultant, The Urban Unit, who will submit the integrated waste management plan by March 2023.

In its detailed judgment, IHC directed the ICT administration to enforce the following provisions:
- Declare emergency for transport of waste from I-11/4 to RWMC dumping site
- Hire The Urban Unit as a consultant to develop a waste management plan and recommend sites
- Allocate land for transfer stations in I-9 and Humak.
- Comprehensive waste generation survey to be conducted by CDA
- Disposal of waste at Losar arranged with RWMC as interim solution

The Federal Cabinet approved the proposal for the development of a sanitary landfill site and directed the Cabinet Division to issue the decision with the following provisions:
- Develop sanitary landfill site(s) by March 2023.
- Feasibility assessed by the consultant
- Amendment of the master plan, if required
- Environmental Impact Assessment and other codal formalities fulfilled during construction.
