Islamabad: The Capital Development Authority (CDA) has decided not to move forward with its initial plan to develop the Kuri Enclave project through a competitive process, as reported by a news source on May 20. Instead, they are considering directly contracting a government-owned housing company for the job.

According to the details, the CDA had advertised the Kuri Enclave housing project in Islamabad, attracting interest from several well-known developers, including the Defense Housing Authority, Bahria Town (Malik Riaz), Park View (Aleem Khan), ZM/Faisal Hills (Chaudhry Majeed), New City Paradise, and AKD Group (Abdul Karim Dhedhi). These developers submitted their proposals, hoping to secure the contract.

However, sources said that the CDA has largely abandoned the competitive selection process. Despite two months passing, the CDA has not issued a Request for Proposals (RFP) to these interested parties. Instead, the CDA is considering awarding the project directly to a government-owned firm under clause 42-F of the Public Procurement Regulatory Authority rules, which allows for direct contracting without an open competition.

The Kuri Enclave project, covering 10,000 kanals, will be the largest housing scheme ever undertaken by the CDA. According to the CDA’s advertisement, the winning bidder will be responsible for developing a modern residential community with both residential and commercial units, including all necessary facilities and amenities.
