Gilgit: In a landmark decision, the Gilgit-Baltistan (GB) government has approved the Land Reforms Act, addressing a long-standing demand for clear land ownership rights in the region. The provincial cabinet gave its approval after extensive consultations with key stakeholders, marking a major shift in land policies that have been a source of contention for decades.
The decision was officially announced by Chief Minister Haji Gulbar Khan during a press conference in Islamabad. He emphasized that these reforms reflect the government’s commitment to protecting public land rights, resolving historical disputes, and promoting equitable development.

“Unlike previous administrations that relied on rhetoric, this government is taking decisive action to ensure fair land ownership and end long-standing disputes,” an official statement from the GB government read.
For years, unclear land ownership laws have hindered economic growth and infrastructure development in Gilgit-Baltistan, particularly in rural areas where disputes over property rights have been widespread. The approval of the Land Reforms Act is expected to bring security to local communities, allowing them to invest in their land with confidence.
Special Assistant to the CM on Information Eiman Shah hailed the development as a “turning point” for GB, stating that the newly approved bill would soon be presented to the assembly for final ratification. He added that the reforms would create a transparent legal framework to resolve land disputes and prevent future conflicts.

The reforms are also expected to boost economic activity in the region by providing legal certainty to property owners. Additionally, with over one million tourists visiting GB last year, the government aims to facilitate further tourism growth by ensuring proper land regulations for sustainable development.
Beyond land reforms, CM Gulbar Khan urged the federal government to reassess the National Finance Commission (NFC) Award to ensure that GB receives its fair share of national resources. He emphasized that a more equitable allocation of funds would help accelerate development projects across the region.
The GB government also reassured residents that law and order remain stable, with collaborative efforts underway to engage all stakeholders in maintaining peace and strengthening governance structures.
