Rawalpindi: The Rawalpindi Development Authority (RDA) revealed on Monday (September 26) that only Frontier Works Organization (FWO) and National Logistic Cell (NLC) will compete for the Kutchery Chowk project, news sources reported.

The RDA had previously asked four state-owned enterprises to bid on the PKR 5.1 billion road infrastructure improvement project. However, the two state-owned firms, Railcop Private Limited (RPL) and National Construction Limited (NC) opted not to compete for the contract of the project’s construction. RPL then informed RDA that the firm lacked the necessary experience to take on any project worth more than PKR 6 billion. The NC, on the other hand, did not respond to the RDA letter.
According to RDA officials, the project would cost more than PKR 6 billion with an actual cost of PKR 5.1 billion for a ‘Y’ shaped flyover near DHA. The remaining funds have been set aside for utility relocation.

It is crucial to note that on September 22, RDA sent letters to four state-owned enterprises inviting them to participate in the bidding process for the long-delayed Kutchery Road project under PPRA Rules 59. (e). Due to the sensitivity of the project, only state-owned firms are permitted to participate in the bidding under the aforementioned regulation.
