PHAF is a subunit of the Ministry of Housing and Works and is currently developing 3,200 apartments in Sector I-12; which is owned by the Capital Development Authority (CDA). The civic agency maintains that the apartments are being developed in violation of its bylaws.
According to the CDA officials, PHAF started the project development without getting possession of the site or getting the building plans approved. The department in its working paper claimed that these complications had delayed the finalization of I-12’s layout plan.
