According to sources close to the development, FGEHA has opted to employ a private firm rather than creating a new horticulture department, since the latter is more expensive to operate. Initially, the beautifying work, comprising road infrastructure, green belts, and ornamental work, would be outsourced at a cost of PKR 24 million per year. The hired firm will also conduct additional work as needed. It is important to note that, G-13 is a fully developed sector while G-14 is partly developed.

Reportedly, FGEHA is the sole developer of both sectors and is responsible for the provision of civic amenities. However, the authority is facing problems regarding the supply of potable water to these sectors. Currently, G-13 is being supplied with water from the G-10 sector through tankers at subsidised rates.
