Under the Income Tax Rules 2002, the taxation agency posts the updated ATL on March 1 every year. According to FBR rules, people who do not pay their returns for the year are excluded from the updated ATL and are liable to pay double withholding tax.
Dr Sarwar said that during the TY2018, 2.8 million people had filed their returns.

According to reports, only 2.53 million have filed their returns against the present 6.2 million number of people holding National Tax Numbers (NTNs) – the tax figures for TY2019 fell 11% short of last year’s number of returns filed by the individuals.
Moreover, Dr Sarwar said that increasing the number of traders in the tax net from the current 400,000 to 3,000,000 would be a gradual process. He added that the board had constituted committees to resolve the issues faced by traders during filing returns. He further stated that a total of 387,867 traders had filed their returns in TY2019.
