As per details, under these amendments, individuals who file their tax returns with the Azad Jammu and Kashmir Central Board of Revenue (AJK CBR) or the Gilgit Baltistan Council Board of Revenue (GB BoR) will now be eligible for inclusion in the ATL, provided their temporary or permanent addresses are located in AJK or Gilgit-Baltistan.
The FBR also clarified that individuals who file their tax returns for the latest tax year, either by the due date or an extended deadline granted by the Commissioner or the Board, will be added to the ATL. The “latest tax year” refers to the most recent tax year completed before the return is filed and can also include the previous tax year if the due date for that year has not yet passed.

For those who miss the filing deadline, their names will still be included in the ATL if they pay the required surcharge, as per section 182A of the Income Tax Ordinance. Additionally, newly established companies or associations formed after June 30 of the relevant tax year will also qualify for the ATL, even if their tax returns are not yet due.
This move is part of the FBR’s ongoing efforts to streamline tax compliance and broaden the scope of the ATL, making it more inclusive for taxpayers from all regions.
