The re-ballot for DHA Homes was held on June 7. The ceremony, which was arranged at Jungle Restaurant in DHA Phase I, hosted around 300 people. Reportedly, since the ceremony was open to public, around 300 people showed up on their own.
The details
The ceremony started at around 6:30 pm and lasted for less than 30 mins. Stakeholders were expecting DHA to make an announcement apart from the event itself but it did not happen; except for the conclusion of the ballot and that the results will be available at the DHA information desk and will also be sent to successful owners by post. In addition, the ballot results were also available for the attendants to have a look at.
The ballot board for DHA Homes’ re-ballot comprised DHA Islamabad and Rawalpindi Secretary Col. Ijaz Hussain, DHA Director Transfer & Record Col. Amir Akbar Khan, DHA Director IT & T Lt. Col Muhammad Yahya Siddiqi, DHA Director Finance Kashif Sharif, DHA Director Customer Support and Operations Masood Sadiq, GHQ AG Branch W & R Directorate Lt. Col Muneeb Muhammad.
Before the ballot started, Lt. Col Yahya Siddiqi briefed the audience about the balloting procedure.
The missing elements
In the re-ballot ceremony, no announcements were made about how many DHA Homes were balloted. In addition, the re-ballot was done instead for homes in Lilly and Oleander, which could also be an indication that DHA Valley no longer has a sector named DHA Homes. Please note, none of this information was shared during the ceremony by the DHA.
Sadly, the attendants didn’t collectively demand any update on the project’s status and the tentative timeframe for its handover. The few who did were given the old information with nothing specific about the project’s current development status.
Who was included in the re-ballot?
The owners of 5-marla and 8-marla homes in DHA Valley who had cleared their instalments and paid full surcharge were included in the ballot. According to the information I have acquired, plot numbers for the entire list of people included in the ballot were shuffled. It was because of this that the location of individual units also changed. Many people lost out on plots with prime locations while others ended up with better plots.
The big question of possession?
While no official date or timeframe was shared for the possession handover of the re-balloted units, certain rumours are making rounds in the market. For instance, some folks believe that DHA will start sending letters for possession handover for the 650 built units by June 15. Others believe it is too early to expect such a move.
Those who anticipate a related development on June 15 believe that possession of 650 built units will be handed over immediately. And that for the remaining units which are under construction, DHA will share a timeframe that might span 3 to 6 months. For the remaining units where construction work hasn’t been initiated yet, possession could be handed over in one year. However, none of this information is official at the moment.
Impact on rates
The mere announcement of the re-ballot caused a price hike of around 15-20%, according to my sources. Before the re-ballot took place, the asking profit on 5-marla and 8-marla homes touched the PKR 500,000 mark.
Many thought that another announcement was on its way, which in turn caused the asking profits on plots and homes in DHA Valley to shoot up. If you own DHA Valley plots or plot files, hold on to it.
For homes in Lilly and Oleander, the asking profit will certainly increase for units that are ready for possession. The expected profit that owners of homes, which are ready for possession, may ask could be anything between PKR 1 to 2 million because these units are already undervalued.
Conclusion
If you have been successful in the ballot, congratulations! If you weren’t so lucky then make sure to clear your dues before DHA announces another re-ballot for remaining homes and plots. Carrying out the re-ballot ceremony for homes in Lilly and Oleander shows that DHA is taking steps to fix the problems that stakeholders have faced.

If all dues for your 5 marla unit have been cleared, you were supposed to be included in the ballot. Please call on 111-555-400 to find out if you were successful or not.

Do you have any confirmed knowledge about the time frame for the ballot of remaining allottees?
It is indeed very calloys of DHA not to disclose the number of homes made available for the ballot. In your earlier blog you had mentioned the figure of 1100 homes that would be allocated for ballotting. Its typical of DHA (and Bahria) to keep us guessing. This is made even worse by total lack of updates-good or bad.
All we can do is to wait and see where the future events take us. After all,we are the masters of the waiting game.

I am not sure how to react on this event, as I have plot in blue bell not in lilly or oleander. Will this impact over all response/Prices in DHA Valley.
Currently whats adviseable to hold the plot and for how long or dispose it at whatever you get?
Rates have increased by 20%. Since bluebell is much in shape, rates should be higher here.
In addition, as and when possession for plots will be announced, Bluebell will including in the list. So don’t sell your plot yet.

Value of commercial plots here is higher than all other properties. Yes, you should hold it. As and when possession for Homes in Lilly and Oleander is handed over, worth of commercial property will increase further.

A lot will change in 1 to 2 years. Given the circumstances that the dam site is declared and marked, some plots Sunflower block may or may not see a displacement. In any case, the situation will improve a lot. All your plots are in good blocks so stay put. Ideally speaking, rates here should increase by 3 to 4 times.
