Quetta: The Defence Housing Authority (DHA) Quetta is all set to conduct the ballot of Early Bird Files, 5-marla Marketing Files and 1-kanal Allocation Files soon, according to a post shared on authority’s Facebook page on March 5. However, the authority hasn’t revealed the ballot date; it has instead invited suggestions from the stakeholders on a suitable date.

It is believed that the ballot of Early Bird Files,1-kanal Allocation Files and 5-marla Marketing files will be held at the same time. Via another Facebook post shared today (March 8), the authority has asked the registered property dealers and buyers to confirm if the file being sold to them (now) will be included in the upcoming ballot. They specifically cautioned the buyers and dealers against making payments in any form (be it token and/or down payment), signing a stamp/paper, and proceeding with transferring the allocation files without getting the confirmation from the DHA Quetta’s main or sub-offices.
Allocation Files’ Ballot
The authority has informed the buyers that in addition to the allocation of plot numbers to the Early Bird and 5-marla Marketing Files, the authority will hold the ballot for 1-kanal allocation files. In other words, the ‘open affidavits’ and ‘intimation files’ will NOT be included in the ballot.
Earlier in December, the authority fixed December 31 as the deadline for open affidavit holders to get their files allocated, the deadline was later pushed to January 15, then to January 17 (this was postponed to Jan 18 due to some technical issues) and then to March 1. These announcements were followed by a stark rise in demand, each time.
The market saw interesting fluctuation in rates of DHA Quetta 1-kanal allocation file, which started to increase from PKR 6.2 million in December, reached 7.6 during the next couple of weeks, dropped back to 6.4 million during the same month. From their onwards, it didn’t look back and currently stands at PKR 12.3 million. The market rate of Early Bird files started to inch up after the deadline to convert open affidavits expired on March 1. During the last one week, their rate has gone up from PKR 24 million to PKR 27 million.

Early Bird and 5-marla Marketing Files’ Ballot
DHA Quetta’s Early Bird exclusive scheme was introduced on February 01, 2021, which included a limited number of plot files. All of the 1500 Early Bird files were sold out in four days. The scheme offered prelaunch rates to the first 1200-1500 customers to get a plot in Sector A, Phase-1. The 5-marla files were also introduced later and were termed as ‘Marketing Files’ that offered a more reasonable price option to buyers interested in the project.
Experts’ prediction about files’ appreciation around upcoming ballot
We spoke to experts about DHA’s Quetta chapter that might not be flooding in the mainstream media, however, the price appreciation here is astonishing. As per the market experts, the rates for allocation files was predicted to reach PKR 12.5 million in March and as per the rates recorded today (March 8), the file has reached PKR 12.3 million already. The experts have estimated that around the ballot date announcement, the rates of these 1 Kanal allocation files could stand around PKR 17.5 million.
The point to note here is that the projected rate of allocation files is dependent on the price of Early Bird Files, which is expected to reach PKR 40 million once balloted. Based on these figures, the rate of 5-marla Marketing Files could cross PKR 10 million mark during the same time period.
