Rumours regarding the expected merger of State Life Housing Society Phase II into DHA Phase IX Lahore have been circulating in the market for a while. Our sources have confirmed that DHA has made an offer.
State Life President Shehzab Waheed has called a meeting on Sunday, November 22, to discuss the idea with board members. From the looks of it, it appears that the final decision will be based on the mutual consent of the members.
State Life Phase II enjoys an excellent location. It is nestled between its own Phase I, DHA IX Town and the famous DHA Phase IX. Unfortunately though, the society hasn’t seen any development ever since it was launched about a decade ago. Additionally, acccording to our sources, the society has oversold plot files for State Life Phase II.
Because the society has an excellent address, coupled with the fact that Phase I is fully established and inhabited by a large number of people, the delay in Phase II’s development raises serious questions. To me, it appears that the authorities concerned were anticipating an offer from DHA, which kept them from developing this phase. Furthermore, the shockingly low plot rates in State Life Phase II highlight the uncertainty surrounding the future prospects of the project. It seems that the authorities are simply not interested in fixing the issues.
With such an offer on the table, it appears that State Life Housing Society has no better option but to merge its Phase II with DHA. This does, however, raise serious concerns among plots owners and those dealing in this project. One major concern is that DHA has offered a 10-marla plot file in Phase IX against 1-kanal plot in State Life II.
The current market rates of property in DHA Phase IX and State Life Phase II show a stark contrast. Although DHA will take many more years to develop its Phase IX and offer property possession, owners and investors have no doubt that it will deliver the project as promised. This is the very certainty that’s missing from State Life Phase II.
Let numbers do the talking
The average sale price of a 5-marla plot in State Life Phase II is PKR 1,550,000, while the current average rate of the same-sized plot in Prism IX is PKR 3,148,157. In the case of 10-marla plot, the difference is even greater as you can find a decent 10-marla plot for PKR 5,098,990 in Phase IX while the current rate in State Life Phase II is PKR 2,150,000. For 1-kanal residential plots, the average rate in DHA Phase IX is PKR 7,305,579 and that in State Life Phase II is PKR 3,250,000.
The difference in rates might seem tempting but it should be kept in mind that development charges are yet not included in the price of DHA Phase IX plots. Moreover, DHA will re-ballot State Life Phase II, leaving plot owners uncertain about the location of their properties.
I believe that with such a bad track record in Phase II, State Life can make a graceful exit by availing DHA’s offer. Land owners, too, shouldn’t fret as their investment will be more secure with DHA than with State Life.

You missed some points which an investor needs to make good decision
Here is the list of points which you should have highlighted
1- Case is in NAB and there was big fraud with the money
2- Land has large pits in it so deep that every plot will require many lacs just to file holes
3- DHA has offered 5 marla to a Canal and not 10 marla plz double check again
3- LDA yesterday ran newspaper advertisement saying has cancelled there approval as have sold more then they had plus embezelled peoples money

Now the current rumors are that Dha is agree to merge with State Life 2.Every one kanal owner ll get a five marla plot from Dha. Development charges ll b 9 lac payable in installments. On the other hand those ve 5 and 10 marla plots,their plots state life ll develop by itself.
In my view, if SL2 Management will swap 1 Kanal (SL2) with 10 Marla DHA 9 (without any sort of charges) similarly 10 Marla (SL2) with 10 Marla DHA 9 with development charges and 5 Marla (SL2) with DHA 9 (with development charges) would be acceptable by the SL2 Members, the reason is that they had invested more than 10 years ago when DHA 9 was trading at similar rates, the difference of rates between SL2 and DHA 9 (Same location of land) is the game of dealers/other stake holders. therefore, members of SL2 would never bear such loss.

If someone invest on the basis of your report, one can earn alot, but if it is just a rumour then one has to suffer heavy losses as well. Don’t you think it is risky to buy at this point in time as the news is already everywhere. someone told me that the news published in daily JANG on 7th of november. Is it right?
I have learnt that members of state life are resisting to merging its phase II with DHA. Another meeting will take place in about a week to decide further actions. If you ask me, state life phase II, being stuck for over 12 overs, would do better to be part of DHA.
Being located at the face of Phase IX, it’s value should rise anyway. However, you should know that plots in SL Phase II are very deep and thus need a lot of landfill to become reasonably leveled with the roads etc.
I recommend you wait till the final decision.
SL2 members do not want to merge with DHA phase 9 they just want to get their original plot size from SL2

The mentioned plots do lie next to State Life Phase II but, at this point, I can’t tell for sure if that would be the entrance to SL Phase II.

Hi this is Sharjeel I bought a confirm file of 5 Marla DHA city Lahore in 2010 but so far it seems no returns the value is still 11k what would u suggest will I hold it for another 5 years to see any progress or get rid of it.your suggestions helps to clear the douts as it seems a big scam so far.

27 January 2021. more than five years since this post. there will be no merger.
No development work so far in SL2. SL2 didn’t get approval from LDA as well because they have sold more files than actual land.
1 kanal is reduced to 14 Marla, 10 marla reduced to 7 marla and 5 marla reduced to 3.5 marla.
Today rate of 7 marla file is between 16 to 17 lacs.
