Rawalpindi: Rawalpindi Development Authority (RDA) has issued a deadline to submit bids for carrying out work for the remodelling of Kutchery Chowk, according to news published on September 16.

The news sources reported that four firms have requested to submit bids for Kutchery Chowk remodelling including National Logistics Cell (NLC), National Construction Limited, Frontier Works Organisation (FWO), and Railcop Private Limited. RDA Chief Engineer Dr Habibul Haq Randhawa has issued a letter to the four firms asking them to participate in direct contracting of the project.
The RDA chief engineer mentioned that the firms should get the tender document from his office that must be completed and submitted to his office with financial and technical bids in two separate envelopes by 2 PM on September 21.

Moreover, it was stated in the letter that the sealed technical envelope must contain in-house capacity details with proof along with the Memorandum of Association/registration certificate of the company, National Tax Number (NTN) and Punjab Revenue Authority (PRA) registration certificate. To be eligible for direct contracting, the company must have an annual construction turnover of a minimum of PKR 5 billion during the financial year 2020-2021 and minimum networking capital of PKR 6 billion during the same year along with two annual audit reports from the last 10 years.
Additionally, it was mentioned in the letter that the firms/directors/partners must have not entered the plea bargain with the National Accountability Bureau (NAB) or any other agency. In case any information provided in the documents was found fake or forged at any stage, the application will be cancelled.

Earlier in March this year, the RDA called tenders for the remodelling of Kutchery Chowk from FWO and NLC, however, it was cancelled because of the changes in the project design. Previously, the deadline to submit financial bids was September 22. As per the new design, a flyover will be constructed for the traffic coming from Rawat after the construction of the Kharian Motorway, which will connect GT Road and Rawalpindi Ring Road.
