Gwadar: The Town Planning Wing of the Gwadar Development Authority (GDA) has announced an extension in the last date of submission and opening of tenders invited for consultancy services with regard to the implementation of the Gwadar Smart Port City Master Plan, according to a publication. To this effect, interested parties have been asked to submit their bids by March 13 till 11am.

The notification issued by the authority further stated that the date for the opening of technical bids of the tender is scheduled for the same day at 12am; in the presence of bidders and/or their authorised representatives.
This extension for consultancy services Gwadar Smart Port City Master Plan has been granted by the GDA on the request of some bidders. The remaining terms and conditions of this tender remain unaltered and can be obtained from the GDA’ Town Planning Wing’s office, or through the official website of the Balochistan Public Procurement Regulatory Authority (BPPRA).

Previously, the authority invited sealed bids from reputable national and international firms, registered with Pakistan Engineering Council (PEC) in categories 1201, 1203, 1204 and 1235. The bidding is to be held under the Quality and Cost Based Selection Method (QCBS) as per BPPRA Rules.
The scope of the consultation for ‘Gwadar Smart Port City Master Plan’ includes technical surveys, revitalisation/urban planning of old town and heritages’ preservation, detailed planning and designing of project area (including central business district), preparation of SED government structure in detail (including GDA restructuring), and consultancy for geographic information system (GIS) and establishment of information and communication centre in GDA, among other implementation and planning documents/ activities.
The mandatory documents that should accompany the proposals [as per the communicated request for proposal (RFP)] are as follows:
- Valid PEC and Pakistan Council for Architects and Town Planners (PCATP) Registration Certificate
- Valid National Tax Number (NTN) Certificate
- Valid BRA Registration Certificate Balochistan Revenue Authority (BRA) Registration Certificate
- Evidence of Average Annual Turnover for consultancy services PKR 150 million
- Evidence of Net Worth for the Last Three Years PKR 20 million
- Evidence of Average Working Capital for the Last Three Years PKR 10 million
- Undertaking that the firm has never been blacklisted by a Public Sector Entity
- Affidavit that all documents, statements submitted are authentic.

Moreover, a pre-bid meeting is scheduled to take place on March 6 at 11am – in the office of the Director (Town Planning) GDA, situated at the GDA Complex in Gwadar.
