On March 4, 2016, the Defence Housing Authority (DHA) balloted plots in its recently launched Peshawar chapter. This balloting instantly gave way to many controversies because those who were not successful apparently started to wage a smear campaign against the authority.
I have learned that people from across the country as well as abroad applied to book plots in DHA Peshawar. However, according to the project’s official Facebook page, only about 2,000 plots were allotted in the recent ballot. DHA congratulated a few winners though the Facebook page and the posts were hash-tagged ‘#IMDHAPSW’.
Those who were not successful assumed that DHA had feigned the ballot process, which – in my opinion – is not true. The authority has an excellent history in real estate development and we cannot expect anything this unethical from this organisation.
DHA will now send letters through courier to successful candidates after which they will have to make their down payments.
Please see the table below to have an idea of the down payment and instalments to be paid by the successful plot allottees:

If the winners fail to pay three consecutive instalments, their allotment will be cancelled and DHA will refund the paid amount after a 20% deduction.
According to Mr Asmatullah Tariq of Commander Estate, DHA Peshawar spans 10,000 kanals and the project map will be unveiled sooner rather than later. Tariq is also of the view that the ballot process was not forged.
You must note that Phase I of DHA Peshawar has been launched on land that has already been acquired, which means that the authority will start development work soon, InshaALLAH.
I suggest those who could not make the cut should avoid defaming the authority baselessly, as the applicants were not forced to submit applications. These are my personal views on DHA Peshawar. Please note that DHA has not paid me to write this article.

Actually a large number of people applied to book a plot in DHA Peshawar, but when majority of them could not make the cut in balloting they started thinking that the ballot was unfair. How can people claim that its was unfair without having any proof?

I understand your concerns. If DHA publishes the list of winners, this can clarify the whole situation. But we must agree that the DHA did not force anyone to apply. A large number of people applied and DHA had only limited number of plots.

If there were 2000 plots and alomost took 2 days to upload on website. it means there is something fishy. they may upload list of 2000 plots, I think that would take less then 2 minutes.
It’s all about communication. The way they communicated seems to me naive.
For example, just type an invalid CNIC 11111-1111111-1 on their website. It will say we regret to inform you were unsuccessful.
So, it is showing this standard message which seems ‘hard-coded’ for all cases. It doesn’t provide any clue whether the application was received or not. Therefore, people are thinking that they sold-out plots to agents.

The recent DHA Ballots are one of the poorest kind of the scam one can apprehend, Its very clear the DHA allocated all the plots to organised Land Mafia.
If the DHA appointed the dealers then it was very wrong of the DHA to handle the application directly from public and knowingly that the publicly submitted applications would not be entered in the ballots.
Its a simple case for not honoring the commitment what DHA published and the poor public trusted in good faith which yes was all nothing but a betrayal on a mass.
The DHA secret balloting and the fake posts were posted on the official DHA Facebook page, the comments of those who raised genuine concerns were blocked and comments deleted.
Lets say the public is wrong but isn’t that true because the participant paid to enter in to ballots and if not happy the way balloting was processed would still entitled the right to knwo and question the balloting? there be no much fuss from DHA if the balloting was to be transparent and fair but we all know it is not the case and DHA has damaged the reputation of the very trusted PAK ARMY.

I am not questioning you nor the DHA authority. As I have been following DHA Peshawar from last 7 months and have sit in different meeting for the sale and purchase of DHA Peshawar plots. At the end of every meeting most of the times there were no genuine files available, and some times no genuine buyers. A fraudulent stunt was created to create a hype for the project.
After DHA Peshawar was launched for seven months after that market use to hear 1000 files available for sale, 700 files available for sale, 300 files available for sale, but no such deal in the market took place ( except 64 files being purchased by an investor from Lahore). DHA granted 1500 files to 4 person who initially provided land for DHA Phase 1 Peshawar and I have seen those intimation letters.
If DHA Peshawar is right in its conduct they should have launched the PDF of those lucky 2000 individuals who are successful in the ballot. DHA Peshawar is behaving in a fishy way from day 1, advertisement was given on December 2015, and it was said by DHA authority that ballot will took place after a month, but they delayed it for three months for (4th March 2016) in order to gain interest on investments. This is a poor gesture from a well renown DHA Authority.

It’s unfair to fix a high application fee which is no refundable. This trend was set by Bahria Town and credible organisations such as DHA should not follow this unfair trend. The application fee should be very low , just enough to take care of expenses the DHA was expecting to spend on processing of these applications. I suggest the processing fee be refunded to unsuccessful applicants. We hold DHA in high esteem and the honourable thing is to refund the application fee after deducting the processing expenses. Again this trend of fixing high non refundable application fee is unfair. I wish some court takes suo moto notice of this.
If the developer will not set non-refundable factor then a larger population would be willing to apply for the project making balloting process more difficult. I think the solution to this is: ‘first-come, first-served’ model.

Zain thanks for reply. I agree with your comment , a very large number of people would apply if the fee is non refundable . One possible solution is the whole process can be computerised to manage the application process. People should be able to apply on line through credit card or even through mobile phones ( easy paisa, mobin ash etc. ) for instance . This will generate instant records in computers . Subsequently the data can be processed and balloting be carried out through computers . Both Bahria Town and DHA has the resources and capability to do this.
The high application fee process that was carried out by Bahria Town Karachi and is now being followed by others is almost like a rip off , you don’t get a plot and you don’t get your money back. Another trend that’s also unfair is to keep the location secret , the number of plots and sometimes even the prices. How unfair it’s that you are applying , sort of bidding for a product that you don’t even know. The people have to make uniformed decisions . I think there should be some regulatory authority that ensures transparency and fairness . The developers ( Bahria Town , DHA and others ) should disclose all information the way stock exchange listed ( or soon to be listed ) companies do when they issue an IPO . Or Zain is there any such authority or regulatory body already existing to control the real estate industry.
Off course nobody forces people to apply , one may argue : If you think it’s unfair then don’t apply. I don’t buy this argument . How about if for example all big fertiliser manufacturers make a cartel , fix very high prices and don’t even disclose which fertiliser is there in the bag and come up with this argument : If you think it’s unfair pl don’t buy our product , who is forcing you to buy.
Dha Peshawar has cheated and it’s absolutely evident from their method of their application process. even if you had filled out 10 applications there is no way of knowing whether all 10 were truly entered in the balloting process. Dha Peshawar outright scammed people into filling out as many application that their pockets could allow without having any accountability undertaken by the authority itself.
A true thievery and an elusive method did Dha Peshawar employ. May Allah bring you all involved to justice if you have cheated the people.
DHA Peshawar balloting was not managed professionly, important data was not officially released such as number of applicants and plots etc. This information vaccume was filled by rumours of all kinds. Balloting in my view was fair but total silence by DHA is shocking. Ballot results checking system was horrible, enter any CNIC no answer was the same, even if you had not applied and your friend had. Only incase of successful applicant message was different. DHA Peshawar learn some professionalism.
