According to Project Concept-1 (PC-1), the Blue Area plaza would be built by the National Logistics Cell (NLC), which submitted the lowest offer of PKR 1,274.5 million. The location of the plaza is also important, as it is near Savour Foods on Jinnah Avenue and has a capacity of 1,300 automobiles at a time. In addition, shops on the ground floor and an open-air restaurant on the fifth floor will be built to enhance revenue from the plaza.

It is worth noting that the CDA declared last year that it will build five new parking plazas in various parts of Islamabad to address the city’s rising parking problem. Three of the six plazas are planned in the Blue Zone, one in Centaurus Mall, one in F-8 Markaz, two in F-10 Markaz, and one in Karachi Company and I-8 Markaz.
