Recently, the federal government incentivised the construction industry through a Presidential Ordinance. However, the CDA has yet to take any practical steps under the new ordinance. Waheed also said that although the CDA revised byelaws for industrial buildings five years ago, that permitted multi-businesses to perform in industrial plots, however the CDA has not notified the revision until now.

The ICCI president said that the development authority, in principle, permitted the construction of additional storey in markets but the process was rendered vague and complicated – not viable as a result. Waheed urged the CDA that it should involve all stakeholders, including the ICCI, in the development of new SOPs for the construction sector.
