Islamabad: The Capital Development Authority (CDA) has announced a major digital reform initiative, which includes the digitization of land records and the transformation of its central nursery into a state-of-the-art horticultural destination called the Gardenia Hub.
The decisions were taken during a high-level meeting held on Wednesday, chaired by CDA Chairman and Chief Commissioner Islamabad, Muhammad Ali Randhawa. Senior CDA officials, along with the Director General of the Punjab Land and Revenue Authority (PLRA), participated in the session.

The DG PLRA shared updates on the ongoing digitization of land records, a move aimed at improving efficiency, eliminating bureaucratic hurdles, and minimizing the risk of fraud. Chairman Randhawa underscored the importance of the initiative, stating, “A fully digital system will not only streamline property transactions but also secure records for future generations.”
To support the shift towards a more efficient administration, the CDA also confirmed its transition to a paperless system. The ICT Wing has been instructed to ensure smooth implementation, while the Member Estate has been tasked with directly overseeing the project to resolve any bottlenecks.
Earlier in the day, Chairman Randhawa made a surprise visit to the CDA Nursery on Park Road, where a significant PKR 652.8 million upgrade is already underway. The site is being redeveloped into the Gardenia Hub, envisioned as a modern horticultural and recreational space that will serve both as a public attraction and a center for research and education.

Planned features of the Gardenia Hub include climate-controlled greenhouses for rare plant species, a tissue culture lab for advanced plant propagation, seasonal floral exhibition zones, aesthetic flower shops, and a visitor café.
“This isn’t just a nursery—it is a vision for a greener, smarter Islamabad,” said Randhawa. “The Gardenia Hub will serve as a landmark of environmental education, tourism, and botanical innovation in the capital.”
Both projects reflect the CDA’s commitment to modernization and sustainable urban development, marking a step forward in enhancing Islamabad’s civic infrastructure and green spaces.
