Islamabad: The Islamabad High Court (IHC) ordered on Monday to pay thousands of individuals whose inherited land was taken over by the Capital Development Authority (CDA) for the development of residential areas in the federal capital, according to media reports.

A single bench led by Chief Justice Athar Minallah ordered that the landowners be compensated at the current market rate of their property. Furthermore, the federal government has mandated the creation of a standard policy for land compensation for the construction of residential areas.
Chief Justice Minallah upheld the deal reached between the Federal Government Employees Housing Authority and the affected people of F-14/15. According to the agreement, each landowner would be given a developed plot of 10-marla for every two kanals and one kanal for every four kanals.
The chief justice remarked that the authorities had abused their authority in taking property from communities and the fact that affected landowners had been attempting to get compensation for decades. Discrimination was also mentioned in the ruling since the agency failed to equitably pay 11,000 people.
Following the seizure of property from villagers, a large number of plots were given to agency workers at bargain prices. It was also mentioned that the plots were in the most desirable developed districts. Furthermore, it was found that 23,844 plots were allotted to agency workers, while 7,127 plots were given to other privileged groups for a nominal amount.
According to court documents, the CDA has acquired a total of 304.62 sq. km of land, with 158 awards for built-up properties and 527 awards for land acquisition. The total outstanding sum for purchasing land was PKR 8.0224 billion, of which some payments had already been made.

Furthermore, the court was told that the overdue sum was related to awards dated December 2, 2008, and January 15, 2009. In terms of land acquisition in sectors F-12 and G-12, the CDA has granted 10,739 plots.
