Islamabad: The Capital Development Authority (CDA) has achieved a significant milestone by successfully finalising the pending built-up property (BuP) awards for Sector C-15, according to news sources. The completion of BuP awards is expected to pave the way for smooth construction work in the area. The CDA had delayed announcing the BuP awards ever since it acquired Sector C-15 in 2008, leading to setbacks in the construction activities within the sector.

Previously, development work had begun in the sector but encountered resistance due to the pending BuP awards in the Dhoke Baba Ashraf area. To address this issue, the CDA announced the BuP awards in 2016, categorising around 170 cases into the A list (approved cases) and approximately 350 cases into the B list due to incomplete documentation.
Recently, Deputy Commissioner (DC) Sardar Asif declared the BuP awards for Dhoke Baba Ashraf, making 287 landowners eligible for compensation after fulfilling the necessary requirements. However, it was later discovered that half of these individuals had already received compensation in the form of land, while the remaining recipients would be provided plots in exchange for their built-up cases.

Additionally, the deputy commissioner’s court reviewed the cases in the B list, approving only 174 out of 337 cases for transfer to the A list, while rejecting the remaining cases. The court order stated, ‘Since a considerable amount of time has passed and numerous opportunities have been given to the petitioners, their cases are now closed, and no further action is required.’
An official from the DC’s court emphasised the importance of simultaneously announcing both the land award and BuP award for any given sector. With the resolution of the land and BuP awards for Sector C-15, this matter has now been effectively settled.
Deputy Commissioner Sardar Asif highlighted the significance of avoiding the CDA’s past practice of announcing partial awards, which had led to extensive litigation. He commended the estate wing and DC court staff for their weeks-long efforts to finalise the awards for Sector C-15. Following computerised balloting through Nadra, the CDA will proceed with the allocation of plots to the eligible recipients.
