The CDA board also approved a summary submitted to it by Member Estate regarding changes to the property manual. In addition to the exemption for family transfers, the board also decided to extend the validity of NOCs from three months to one year. However, the next owner of the property will still be required to apply for a fresh NOC. Still, an affidavit must be submitted to the relevant officials stating that any structure built in violation of building bye-laws will be demolished within three months.

These changes to the property manual are expected to simplify the process of transferring by easing the requirements for NOCs in the case of family transfers. The CDA is hoping to improve public service delivery and make the property transfer process more efficient.
