ISLAMABAD: The Capital Development Authority (CDA) has carried out a detailed survey of the federal capital to identify vulnerable points with regard to the monsoon flood season and formulated a comprehensive plan to cope with the emergency situation promptly. On the direction of CDA Chairman Imtiaz Inayat Elahi notices have been issued to the slum dwellers who had built houses closed to the nullahs flowing through different areas of the capital city to demolish these illegal structures and houses at their own. CDA chairman was apprised that the slum dwellers particularly residing in the Katchi Abaids of sectors G-7/1, G- 7/2, G-7/3, G-8/1, F-7/4 and F-6 have been warned through public notice for demolishing the slums failing which the CDA would demolish all these structures and the dwellers would be responsible for any sort of risk involved. He was also apprised that a public notice has also been published for the information of the general public to remove all illegal sewerage and drainage connections in streets or nullahs immediately.
These illegal connections have a risk of back-flow during the monsoon season. All the stakeholders have also been warned to strictly follow the rules and regulations and connect the sewerage and drainage lines of the houses and buildings with CDA mains. CDA has established a well equipped Flood Relief Cell (F.R Cell) at the Directorate of Emergency & Disaster Management, Fire Headquarters situated in Sector G-7/1. All concerned directorates including the Directorates of Maintenance, Environment, Enforcement, Municipal Administration, Planning, E&M Maintenance, Directorate of Machinery Pool Organization (MPO) and Capital Hospital are part of the relief services.
CDA chairman has appealed the residents of the federal capital to coordinate with the following management of Flood Relief Cell on telephones and mobile phone numbers: Director Emergency & Disasters Management. Phone No.051-9253197, Cell No. 0300-5555536. Capital Hospital (Medical CARE Centre) – 1122, Fire & Rescue Service of CDA, Telephone No. 16, Sanitation Directorate, CDA – Telephone Helpline No 1334. Elahi directed the concerned formations of the authority to take immediate and concrete measures for improving the situation at 28 vulnerable points identified during the survey.
The chairman was apprised that Flood Relief Cell functions round the clock and is equipped with latest relief devices including 20 numbers of large and small size Dewatering Pumps, vehicles including pickups, shovels, front end loaders and dumpers. CDA chairman was also informed that the authority has requested National Disasters Management Authority (NDMA) for provision of boats to rescue the people in case of high flood, which has been agreed by NDMA. CDA has also arranged tents to provide relief to affected people in case of sever flood in the city.
Chairman directed the Director Emergency & Disasters Management to keep a constant liaison with national disaster management authority and get all necessary help from them if needed. On the direction of the Chairman CDA, arrangements have been made to monitor flood level at Simly Dam on daily basis and a monitoring camp has been established well before the Dam to give necessary warning in case of floods. The same information will be shared with the District Administration (ICT) and media. The Chairman CDA has also directed to ensure that Capital Hospital and all the dispensaries of CDA be kept in ready position to meet any emergency and for the provision of first-aid. He also directed the Director Health Services to ensure carrying out of proper spray and fumigation on regular basis.
