Islamabad: The Capital Development Authority (CDA) has decided to alter the bylaws of housing societies, under which legal action will be taken against the specific part where the violation occurred instead of cancelling the whole layout plan, according to news published on Wednesday (December 15).

According to CDA Chairman Amir Ali Ahmed, the civic agency will modify the bylaws for the protection of the rights of citizens along with keeping an eye on the operators of the housing schemes. He went on to say that the changes will be presented in the upcoming board meeting.
The CDA chairman mentioned that after the said changes, the relevant wing will not be obligated to cancel the entire layout plan rather take action against the unlawful part only. He further added that the agency is planning to entertain personal guarantees instead of bank guarantees. In this way, the owner of the housing projects will still be accountable after selling the plots.

Moreover, CDA officials disclosed that some societies sold out plots after getting approval for layout plans. When CDA cancelled the layout plans, the buyers of the plots had to face the consequences like people were not able to get utility connections or loans from the back. It was mentioned that the societies must obtain a No Objection Certificate (NOC) in order to sell the plots.
