Islamabad: The Capital Development Authority (CDA) has approved the newly proposed timelines for property transfers, issuance of property completion certificates, and several other services for public facilitation, a news source reported.

As per the publication, the CDA has also decided to provide online services to its customers on their doorsteps for ease. A system has been developed in this regard with the assistance of NADRA as per the CDA chairman’s directive, and it will become functional for public usage within a few weeks.

The CDA, with NADRA’s collaboration, will make the property transfer process transparent and secure through biometric verification. The CDA also announced that cases of property transfers in settled areas of the capital would be completed within 10 days of the request having been submitted at the One Window Directorate.

The CDA’s new measures for public facility and ease include the issuance of no-objection certificates (NOCs), no demand certificates (NDCs) for property transfer, processing cases about approval of building plans, building completion certificates, and lease extensions.

The CDA has made the procedure of issuance of certificates for completion of properties to be time-line based. The development authority will grant completion certificates for small buildings within 19 working days, for residential buildings in 13 days, and other buildings and structures in 27 days. In addition, the cases related to the bifurcation of commercial and residential plots will be completed in 17 working days, while cases regarding amalgamation and bifurcation of industrial plots will be conducted within 18 working days.

The CDA also informed that the cases related to lease extension for school plots, hospitals, commercial and institutional plots, and industrial agro would be handled within five working days. Moreover, the CDA will no longer demand an NOC from the revenue directorate for transfer of property, as last paid tax and dues bills will be accepted instead. It was informed that cases related to trade change for industrial plots will be executed within 27 working days. The NOC for transfer of property will be issued in five working days, and transfer of property in the sectors of affectees will be done in 28 working days.

Additionally, the CDA will approve building plans for residential houses in eleven days and in case of any problems, the applicant will be informed within 7 working days. Also, the CDA has made some internal reforms and now the meeting of the Design Vetting Committee will be conducted twice each month to review and approve buildings and structures related to mega projects. The authority has also taken steps to redress the issue of fake allotment letters — with barcode-based stamp papers with unique numbers expected to be utilised now, in order to resolve the issue permanently.
